Please join our CAST-NC annual meeting and dancing party this Saturday Oct. 16,
from 7:30 to 11:00 pm at the Walnut room at NCSU student center.
The keynote speaker for the annual meeting will be Professor Chao Xiuli of
NCSU, who have recently participated the China’s national planning for Science
and Technology. Please see his Bio below and his photo with Premier Wen in the
Great Hall of Beijing.
This is also the opportunity for members to renew their membership and new
members to join the CAST-NC. A short business meeting will include the annual
election of officials. Most importantly, this is the time for members and
friends share their friendship and have a wonderful dancing party.

Bio:
Xiuli Chao is a Professor of Industrial Engineering and Operations Research at
North Carolina State University. He served as the Director of the
Interdisciplinary Operations Research Programs from 2000 to 2003, and has
previously held faculty positions or visiting faculty positions at New Jersey
Institute of Technology, University of California at Irvine, Columbia
University, Tokyo University of Science, Hong Kong University of Science and
Technology, and Adelaide University in Australia. Xiuli Chao received his
Bachelor's degree from Shandong University 1983, he was a Graduate Student with
Institute of Systems Science, Chinese Academy of Sciences from 1983 to 1985,
and he received Masters' and Ph.D. degrees from Columbia University in 1986 and
1989. His main research interest includes supply chain management, logistics
and inventory control, stochastic scheduling, queueing theory and queueing
networks, decision analysis, and financial engineering. Chao received the 1998
Erlang Prize from the Applied Probability Society of Institute of Operations
Research and Management Sciences (INFORMS), and he received the Outstanding
Overseas Young Scientist Award from National Natural Science Foundation of
China in 2002, and the Outstanding Chinese Scientist Award from Chinese Academy
of Sciences in 2003.
He is the co-developer of Lekin Scheduling System, is a member of Chaired
Professor team at Tsinghua University in the area of Operations Research and
Management Sciences, and is a member of International Research Team on Complex
Systems of Chinese Academy of Sciences. He is the co-author of two books,
Operations Scheduling with Applications in Manufacturing and Services
(McGraw-Hill, 1998), and Queueing Networks: Customers, Signals, and Product
Form Solutions (John Wiley & Sons, 1999). He serves as department editor or
associate editor for many leading international journals, including Operations
Research, IIE Transactions, Naval Research Logistics, Operations Research
Letters, Queueing Systems: Theory and Applications, Probability in the
Engineering and Informational Sciences, Journal of Systems Science and
Complexity, Journal of Industrial Engineers of Korea, International Journal of
Quality Technology and Quantitative Management, and International Journal
Journal of Information Technology and Decision Making.

Managing
a Growing Bussiness

As many of people know, starting a business is easy, but sustaining it and
growing it can be very challenging. The survival rate for new firms, reported
by SBA, is that two-thirds of new employer firms survive at least two years,
and about only half survive at least four years. In this presentation, some of
the challenges facing to grow a small business will be discussed. I will also
share our experience in managing our growth for Cirrus Pharmaceuticals, Inc. -
a growing contract pharmaceutical product development company
Bio:
Li Li Bovet, Ph.D, M.B.A. Vice President, Research and Development
After receiving her doctoral degree in Physical Chemistry from the University of
Michigan in 1989, Li Li spent two more years there as a postdoctoral fellow at
Pharmaceutics Department of Pharmacy School, where she carried out research
projects on nucleation and crystallization mechanisms of amino acids and
proteins.
Li Li worked at the inhalation product development department at Glaxo
SmithKline and the formulation department at Schering-Plough research institute
for more than 6 years before joining Cirrus Pharmaceuticals, Inc. in 1998. Dr.
Li Li Bovet has participated in a full range of research and product
development activities.
Her industry experience also includes business development, project management,
human resources administration and consulting. Her current functions at Cirrus
include: develop and maintain sponsor contacts and relations, as well as
evaluate customer’s needs; establish and implement the company's strategy and
plan for moving products through the development process; direct research and
product development work and oversee related activities, such as regulatory
affairs, process development, manufacturing and human resources

Investment in China

Mr. Dong is currently in the Triangle Area as part of his visit of major U.S.
cities to examine large-scale U.S. municipal government management. Mr. Dong is
closely involved with Shanghai's efforts to develop into a modern,
international city. Mr. Dong works within the semi-governmental agency's
Foreign Investment Development board (FID) and Shanghai Overseas Investment
Development board (OID) established by the Shanghai Municipal Government in
1999. FID provides "one-stop" service to foreign investors to facilitate their
investment processes, helps them work with relevant government agencies in
Shanghai, and assists them to solve problems or difficulties they face while
starting their business. OID provides consulting services to Shanghai local
business people interested in overseas investment projects, assists them to get
approvals from central or municipal governments in China, and helps them to
work with the relevant government agencies in host countries. His interests
include rule of law/judiciary development, private-public partnerships, and
other drivers of economic development. Mr. Dong would like to meet with
officials and research institutions to learn about their respective management
and investment strategies.

China On Tour: Visiting Masters of Ancient Innovation
Dear CAST-NC members and Friends,
CAST-NC is a proud sponsor of the special exhibition on "China On Tour: Visiting
Masters of Ancient Innovation" from April 1 through July 31, 2004 in Exploris,
Raleigh.
"China On Tour: Visiting Masters of Ancient Innovation" is a major international
exhibition from the Science and Technology Museum of Beijing, China, which
enchants as well as informs. This 7,500 square foot exhibition takes you on a
journey through ancient China, where artisans created innovations that continue
to shape our world today. Hundreds of artifacts and hands-on exhibits reveal
Chinese contributions to astronomy, navigation, paper making, printing,
textiles, and ceramics. Eight artisans will come from China to do live
demonstrations throughout the exhibition. "This is the most important exhibit"
since Exploris opened four years ago, and will be a great event to promote
Chinese history and culture.

Invited by Exploris, CAST-NC will be actively participate in helping with the
event, acting as translators, volunteers, and promotion of the exhibition
before and during the event.
Currently, Exploris needs volunteers to serve as translators between Chinese
artisans and Exploris staff; these translators will translate Chinese
characters on shipping containers as well as packing and shipping documents.

of the speaker
Dr.
Xiaodong Li is a professor in the Institute for thermal and energy engineering
in Zhejiang University, advisor of Doctorate students. He has coauthored a book
and published more than 40 papers in various national and international
scientific journals. He was the winner of various scientific rewards and was
selected as one of the Zhejiang new centenary 151 talent
researchers. He is currently a visiting scholar to US EPA.

The 1st of the technical seminar series, organized by CAST-NC

Robinson, was a great success with over 80 people at Campbell University's RTP
site. The second seminar for RTP professionals will be this Saturday on doing
business in China.
A panel of 5 MBA students from UNC will present a seminar/panel discussion on
China's business environments, development, investment and how to do business
in China. This group of young and talented leaders has very dynamic backgrounds
and business experience in China's current business environment: representing 3
foreign investment companies, 2 private companies, and one state-owned company.
They also represent the business environments in several major cities, such as
Beijing, Shanghai, Guangzhou, and Hangzhou. They will share their experience on

Speaker Bio: DAVID SPENCER ROBINSON
Mr. Robinson was born in Jacksonville, Florida in 1965. He received his B.S.
Degree in Foreign Service from Georgetown University in 1987. From 1985 to 1986
he was an exchange student at Sophia University in Tokyo, Japan. Following his
graduation from Georgetown University, Mr. Robinson received his J.D. Degree
from the George Washington University National Law Center in 1990. During his
undergraduate and law school studies, Mr. Robinson worked on Capitol Hill and
for various private trade and business entities in the Washington, DC area.
Mr. Robinson owns his own law practice. He was also recently the part-time
Deputy Director of the NC Japan Center. He was formerly with the firms of
Graham & James (1990 - 1996: international trade attorney) and Moore &
Van Allen (1996 - 1998: international and corporate M&A attorney and Of
Counsel). Mr. Robinson practices primarily in the areas of joint ventures,
mergers and acquisitions, foreign corporate relocations, international trade
and immigration, and venture capital finance. His corporate experience includes
many M&A transactions in the healthcare, transportation, logistics and
service sectors. His corporate start-up work has included the incorporation of
a number of entities, both in the United States and in off-shore locations. His
international experience includes corporate and trade transactions in the EU,
Asia, Australia, The People’s Republic of China, the former Soviet Union, South
America, and the Middle East. Mr. Robinson is proficient in Japanese and
lectures frequently on Japanese culture and business practices.
Mr. Robinson is also a frequent lecturer on international trade and business
start-up issues. He is active in many roles in the business community,
including:

business capital, and has been working in an operations role with several North
Carolina-based companies. He continues to be active in international trade and
is counseling several companies as they enter foreign markets.
